I would recommend checking if the file is actually there or not, if it isn't it is likely your antivirus may have quarantined the file after the setup copied over.
ApexDC installer is not signed (meaning it has no verifiable publisher information, as far as the OS is concerned), so certain antivirus software may be suspicious of it.
Ostensibly the installer is unnecessary, you can just as easily download the "slim" package that contains just the application binary and use that, the installer does very little apart from copying files (only reason it exists is because it is convenient if you want to install ApexDC under the program files directory).
